Going above your boss is one of the most difficult things to do in a job, but at times it is also extremely necessary. If your boss isn't helping you with your issues, or is causing you issues, then you need to make sure that this message is escalated above your boss.
The major thing that you need to remember about going over your boss is that you can only really do it in one of the following situations:
A. If you boss is part of the problem, because they are sexually harassing you, they are encouraging sexual harassment, or they are causing other issues, then obviously going to them with a problem isn't going to be the best idea. This is when you would automatically go over their head or go to someone else in a similar position that can help you to escalate the problem.
B. When your boss after repeated attempts fails to assist you with your issues or isn't helping you in the way that they are required to by company policy. The key here is that you should always make sure that you communicate with your supervisor first and if they are still unable to assist you, then escalate the problem higher until someone does.
It is important that you always remember in a situation like this, that you should follow your chain of command. Start from the lowest level and move up through each rung in the chain until you receive results. But you also have to remember that it is important that you give each person the opportunity to respond to your requests by giving them enough time to work through your issue. You should also give more than one attempt at each level. This means that after a week, you get nothing from your supervisor, move to his supervisor, and so on. You'll generally find that as soon as you go above your supervisor, they are going to immediately know about it and will then have the heat on them to respond to your issues. This is normally the best method for going above your boss.
