Seven Towns you never want to Speed in
Vehicle codes of law are not under municipal authority. In most cases, they are either a state (U.S.) or provincial (Canada) responsibility. Elsewhere in the world, they may be under federal authority. However, cities in "home rule" states can set their own speed limits, which supercede any law enacted by the state. Some cities and towns also have their own separate police authority to enforce speed limits, and may charge a separate or supplementary fine. In these cases, thespeed trapsand radar cameras may come thick and fast. This could be in reaction to a rising serious accident rate, or it could simply be a boost to a crumbling economy. Either way, it's best to be particularly careful when driving in the cities mentioned in this article.
Worst cities and towns for getting caught
Most speed traps per resident: Livonia, Michigan
The National Motor Associationfindsthat Livonia has 27.9 speed traps for every 100,000 residents. That's nearly double the frequency of Windsor, Ontario, the runner-up just across the border from Livonia.
Most traffic enforcement cameras: Chicago, Illinois
WhenPublic Act SB965comes into force on July 1, 2012, hundreds of speed enforcement cameras will be placed in Chicago's safety zones. These new cameras will be added to Chicago's existing 418 traffic-enforcement cameras, as counted by the POI Factory. (The city of Chicagoclaimsonly 190 intersections have red-light cameras, but counts 2 cameras per intersection.) In some cases, the existing red-light cameras will be upgraded to give them speed-measurement abilities as well. As usual, the legislation is state legislation, but it is aimed primarily at the city of Chicago.
Strictest speed limit enforcement: any city in South Carolina
In most places, you won't get a speeding ticket as long as you are driving with the flow of traffic, even if that traffic flow is a few miles per hour above the posted speed limit. Some states even have a tacit or evenofficialbuffer of 5-10 mph over the official speed limit, where the offense does not go on a driver's record, is limited to a warning, or is ignored entirely. There is no such buffer in South Carolina, either officially or unofficially.
Trickiest speeding law: any city in New Hampshire
In general, the rule of the road is that if you follow the posted speed limit signs, you won't get a speeding ticket. However, in New Hampshire, the posted limit is not always enough information. You can also get a speeding ticket if you don't go less than 10 mphbelowthe posted speed limit in a school zone. The first-time maximum penalty for breaking this law is up to $1,000 USD.
The Texas Trio
The National Motor Associationlists3 Texas cities in its worst 10 cities for speed traps: Dallas, Austin, and Houston. Houston and Austin also makeTrapster'slist for having the most speed traps in an urban area. To make matters worse, speed limits in all 3 Texas cities can be extremely arbitrary and may fluctuate as a result of any given city council meeting. Traffic engineers have little or no final say.
Worst speeding penalties
None of the U.S. states are even in the running here. The highest penalties here are around $1,000 USD, which may have another $1,000 tacked on by the city for driver liability. However, for the worst speeding penalties, you have to look abroad.
Canada
Ontario has astunt driving lawwhich can apply to some speeders. Under Bill 203, anyone who drives 30 mph or more over the posted speed limit can be hit with a fine of up to $10,000 CAD (with a minimum fine of $2,000) and up to 6 months in jail. Your car will be impounded and your license suspended on the spot for 7 days, which the court can extend up to 2 years. On a second conviction, the court can order your license suspended for up to 10 years. The law is intended to target street racers and other extreme speeders, especially on the 400-series highway.
British Columbia also impounds cars for driving more than 24 miles above the speed limit. It took just a single year after this law was introduced for the number of fatal and injury-related crashes due to speeding to be cut in half.
All speed limit numbers in this article are given in miles. However, Canadian speed limit signs are in kilometers. The equivalent miles-per-hour limit is always lower than the posted kpm limit. If you forget about the different units, you could find yourself speeding at close to double the posted speed limit.
Europe
Several European countries, including Switzerland and most of the Scandinavian countries, calculate the amount of a speeding ticket based on the offender's income. This can lead to some extremely hefty fines. On average, a couple of drivers every year get speeding tickets equivalent to$1 million USD. Police usually impound the car as security that the fine will be paid.
Worst towns and cities to fight a speeding ticket in the United States
This one is a tie between Albany, Buffalo, Rochester, and New York City. The reason is theNew York DMV Transit Adjudication Board. This is not a traffic court like any other. It is not really a traffic court at all. That means the rules are nearly all against you.
To begin with, the legal structure is completely different. There is no judge. You cannot plea bargain. You also do not get a supporting deposition or right to discovery. It is extremely difficult to appeal the ruling. One report even finds that the Bureau is required to maintain a 65% conviction rate. Your best bet is to avoid getting a speeding ticket in New York in the first place.
