Non-commercial vehicles should be taxed by the pound if they have fossil fuel engines. One should like to have alternate lightweight vehicle lanes for platforms of less than 600 pounds net weight. In would not be good to be squashed in an ultra-light, ultra-efficient vehicle by a pig-of-power-on-wheels snorting its way with gas and high bumbers and a driver with an ear glued to a cell phone.
Requiring higher gas mileage from SUV producers would be the sole feasable 'restriction'. The Congress should better support home electric production to recharge electric vehicles and also support electric vehicle production in the United States so they don't just fade away while gas prices are lower.
It is time for the public to support wind, solar and fuel cell energy for automobiles rather than grounding SUVs. Laws passed to bind non-criminal activities that are more a matter of economic choice aren't the best way to encourage a free market to nominally exist at least. It would be far better to ban bad jokes on late night televison, perhaps with criminal penalties and jail time attached than to criminalize SUVs and send them for indefinate incarceration at Guantanamo Bay. Pioneers of energy conservation can track don laugh tracks and find better solutions.
Positive support for electric cars and other zero emission vehicles as Senator McCain proposed recently is a better way of circumventing the problems of the dinosaur gas fleet. Sure putting chains upon the gas guzzlers isn't an effective way to get Detroit to move away from the Saudi financial support vehicles of fuel inefficiency haven't much competition. Where are those millions of Chevy Geo's with 3 cylinder Suzuki engines getting 50 miles per gallon at car rental agencies when you need them? Even so let's consider what can be restricted on S.U.V.'s right away, besides using them in big piles along the Mexican border to keep illegal aliens out of the United States...
The best time for S.U.V. restrictions is at 3 am Washington D.C. time in Congress just when the Senators and Represent ivies are sound asleep after a night of drinking-get minimum number of politicians in to comprise an quorum and voila-thus send all U.S. SUV's on a slow boat to Guantanamo Bay with funds borrowed from China.
People wanted big, safe vehicles with a 70 m.p.h. speed limit. A little economy car that crashes at 70 or 80 has a lot more trashing, compacting consequences than does a tank like S.U.V. with pillows and frills (they never installed the coffee warming cup holder). A 55 m.p.h. speed limit leaves a little more room for safety for small cars including those with plug in electric engines.
I will try to provide some ideas about how to restrict S.U.V.'s without sending some sort of S.U.V. terminator after them from a future dimension-warning-these ideas aren't serious...
Make an S.U.V. Memorial on the National Mall to commemorate all the billions and billions of gallons of fuel wasted and money exported since the Clinton administration. Have a National S.U.V. Drive on Washington each Labor Day to demand cheap gasoline, create a national paid off the S.U.V. annual fuel bill right after national paid off the tax bill day.
Congress should pass a law requiring illegal aliens captured in the United States to be deported in an S.U.V. with his or her name on the title to subvert the Mexican economy instead of that of the United States. If Mexicans drive millions of used formally U.S. owned S.U.V.'s gas prices in Mexico will rise and those in America will drop. Mexicans wishing to drive will need to save two months of pesos to fill the tank once (it only cost Americans 100 dollars more or less presently) and that will help the trade balance as they ask for solar powered electric cars. Mexicans will also wish to import corn to make ethanol as they run out of oil from fueling the S.U.V.'s. Congress can give tax breaks on the purchase of new plug in electric cars to people that sell their S.U.V.'s with federally backed auto loans to illegal aliens (that's better than bailing out their currency periodically).
S.U.V.'s should have an implicit curfew placed upon them such that policemen may shoot out their tires after 9 p.m. S.U.V.'s should be allowed only interstate axis between ten and eleven each morning or get impounded for 14 weeks per violation. S.U.V.'s should be given loads of tomatoes for sampling to carry to the secret federal salmonella research institute deep below the Rocky Mountains below the 45th parallel and west of the Pecos River.
I guess that's about it for these restrictions on S.U.V.s. My actual preference is to provide incentives for development of new alternate energy technology such as solar collecting highway resurfacing, no taxes on sales or purchases of solar, wind and fuel cell power generators for home or office use, federal support for research in alternate energy development that would reduce carbon emissions and U.S. trade deficits etc.
